From 1937-1939, the Army fielded Morris CS9/LAC and Guy Lizard 4x4 platforms, completing 36 vehicles primarily for UK operations. A limited number of Guy Lizard variants deployed to North Africa, where they supported 8th Army operations. Concurrent expansion of armoured regiments created greater demand for command vehicles. Associated Equipment Company (AEC), the manufacturer of London's famous double-decker buses, received a 1940 Ministry of War Transport contract for Matador 4x4-based artillery tractors and command variants. By 1941, AEC transitioned entirely to military production, launching the command vehicle into full-scale manufacturing. These armoured vehicles incorporated 10-12 mm protection and displaced up to 12.2 tons, accommodating 7-8 occupants. Two configurations emerged—High Power and Low Power models—each equipped with distinct radio systems.
