The Para-Pawn Judge Head Governor is based on the Armor Type Knight, although it functioned more as a hoplite rather than cavalry. Its armor is more rigid than that of the Knight, so its artificial muscles are significantly stronger. Its skeleton has also become heavier, making it a bit slower in performance, although it's still highly evaluated overall. The head sensor is an advanced Sentinel type and is good at fire control; however, the Judge Head's strength and armor are best used in short-distance battles. The manipulators are the same as those on the Sentinel, but the Judge Head's manipulators have significantly higher strength in each joint, with a much higher grip strength. Its main weapon, The Ruler, is a large axe with a hexagram and a propeller; a single accelerated, swung-down blow from The Ruler is sufficient to crush standard and Para-pawn armor. Its head was designed to give a strong visual impression, based on the appearance of Western armor; however, its executioner-like appearance may have been a deliberate show of power against the SANAT rebels.

This kit is a variation of the Governor Armor Type: Knight. The head, increased chest armor, large shoulder armor, and large axe are newly molded! The chest and shoulder armor come with left and right parts, and can be equipped on both sides; it's molded in the same color as the Governor Para-Pawn Sentinel.
